Improvements in waste data screen

Waste data screen was modified and uses a toolbar (ribbon) now. This facilitates browsing through the offered options, as similar functionalities have been grouped.

Edit released waste with revision control

Allows responsible team to edit released waste that has revision control.

1 - "Enable responsible team to change released waste that has revision control" option, in general parameters of waste data.

2 - Enable edition of released waste that has revision control.
