Add non-conformity of problem type in SE Inspection

With the objective of integrating the components of the SE Suite and give the user more options to treat the non-conformities during the inspection process, was included in the SE Inspection the possibility of creating nonconformities of the Problem types. Therefore, to detect any nonconformities during the inspection process, the user will have at his/her disposal all the treatment options of noncompliance available in the Suite.
