Removal of the development plan view menu.

Aiming to centralize the view of development plans in a single location, related to the improvements made in SE Action Plan in this version, the development plan view has been removed from SE Competence. The view is now performed in the action plan view in SE Action Plan, which features the same visions and filters available until then.
