Configure external link to answer tests

Implementation of a public domain resource to answer tests. Starting in this version, there are two ways of accessing SE Suite and answering tests. One will occur through the private domain, which will be accessed by the users that are part of the company network (internal link), and another one through the public domain, which will serve for external respondents, i.e., users who are outside the company network domain (external link). In the latter case, simply configure the public domain in the SE Test general parameters.
