Improvements in supply data screen

Supply data screen was modified and uses a toolbar (ribbon) now. This facilitates browsing through the offered options, as similar functionalities have been grouped.

Edit released supply with revision control

Allows responsible team to edit released supplies that have revision control.

1 - "Enable responsible team to change released supplies that have revision control" option, in general parameters of supply data.
